Opinion of senior audit officer about impasse in MANIT.

This was sent by mail...


The messenger of this is father of student who is well concerned with the Institute as after all MANIT is Nation property. Thick has been shown to very-very senior officer of AG. Who examined the case and had given his opinion as under

1) Regarding Appointment of Faculties
(i) There must be finance ministry approval in toto and also post wise with proper justification, even if proposal sent MHRD/FM.
(ii) The temporary Director can not take or execute this process of recruitment, as it was known to MHRD. They disobeyed MHRD.
(iii) The Chairman does not hold any executive power and for this type of work he was supposed to wait for posting of permanent Director. If it was so, why recruitment of non-teaching SC/ST employees has been cancelled.
(iv) MHRD con not follow the double standards. NIT, Shrinagar and other NITs has also released ad for this and entire procedure was laid down in it. In that Institute the entire process was to be approved first by BOG and MHRD before releasing the appointment letter.
(v) The entire recruitment proposal must be approved by finance committee and letter on by BOG of the Institute before sending it to MHRD/Finance Ministry. It is Gross violation of financial rules of GOI.. Chairman, in-charge Director OSD to Chairman and present Director should be booked against economic crime and MHRD should take action. These persons has authority to waste taxed money of people of India.
(vi) Perhaps, intentionally, the present Director did not call the BOG meeting despite this huge financial irregularities, he allowed to function accused persons to key post. MHRD, can immediately sacked this Director for non compliances of MOA, NIT act and GOI guide lines.
(vii) The further probe, as informed by present Chairman, should be done by the team of legal expert, senior AG persons CBI officers and Administrative officers and certainly not by academic persons.
(viii) Regarding Sub-Engineer to Asst. Prof. That person is even not eligible for submission of application for this post. As per Govt. rules an officer/Engineer must have at least five years experience of supervisory capacity i.e. minimum as regular A.E in Govt. of M.P. Govt. of M.P. should enquire this matter also.
(ix) Honorable Arjun Singh Ji will be rigid to save future of students and will give sour medicines to SICK CHILD OF HIGHER EDUCATION i.e. MANIT also. Honorable Governor of M.P. set right the Bhopal and Indore University.
It is requested to students and all concerned of SAVE MAINT MISSION to forward the mail to AG, MHRD, Human Resources Minister and Enquiry committee members along to media.

Another Perspective

I found this mail interesting, I am sure a lot of us do feel this way to some extent. I am posting the same on the blog, to encourage a dialog.
This is the 6th week in existence of this blog, yet I hardly see any concrete action from anywhere. While I understand that mounting action of any sort takes time, but are we really keen on doing something about our Alma Matter?

Dear all seniors, colleagues and my juniors,

Here is what I have sent to Sh. xxxxx xxxxxx xxxxx Sir, when I got literally irritated of this so much hype among all of us to save MACT/MANIT. I would like you all to read this message, and think, just think (not necessary to write to me !), does MACT/MANIT really
deserve a supporting hand ? or can it really be saved ?

Please do read my message:-

Dear xxxxx xxxxxx xxxxx Sir,

Sir, you are my senior, hence very much respected to me. But, I have to say something to you.

Sir, what MACT actually did for us during those 4 creamy year's period of our lives? Can you tell me? I don't know, what your response will be, but let me provide you my experiences:

1. It taught me by such professors, who did not know basic concepts of teaching. I hope you will support me that teaching in best way does not come necessarily in a dual pack. I am a civil engineer, and am telling you that as a Civil Engineer, my weakest subject is 'RCC and Steel structure', that forced me to take only 35 marks in IES'2003, when I had got 98-100-104 marks literally in all other papers! I fell short of 50 marks to be qualified in IES written!!!
And now, I am telling you names of 2 professors who taught us this subject in MACT. They were Mr. Gumastha and Mr. Chauhan, then lecturer, jus after his M. Tech. These gentlemen never tried to teach us; all the times wasted their time in talking and solving only the poorest of basic problems. They literally weakened all fellows' hold on this subject. I later after 6 years of being
passout tried my level best, but a subject, which could not be taught properly by professors in Engg. College, gets more and more difficult to be learnt by self. This was MACT's contribution to my career.

2. We got such a ferocious ragging, of 50 full days, in which we had to move in chronological order from Hostel No. 2, then 5 to be very soundly beaten up by our dear seniors. One of my colleagues had 102 thappads (slaps), best of ragging in 1 single night. I hope this is
sufficient to mention, how well were we protected by that rubbish Proctor and Wardens in those days.

3. We were taken to such major and minor projects of final year, which were as casually attended by us as our professors, who got us accompanied.

4. we were involved in PANGA of 1994, Which would literally overshadow any local well scale mob violence. Why, I still don't know. One Mr. Ravikant of our senior batch 1996 passout had got multiple bone fracture in his face in that PANGA, as he was caught by Hostel No. 6 fellows that time by Bangu Boss. Where were the MACT authorities, at that crucial time, is a fact remains better known till this date only to them.

5. And last...Just think in what way, we could have been treated by MACT authorities, so that the difference of studying in an REC and in any of the IITs could have been minimized? This is not only my story, you ask anyone, this is story of atleast 60% students of any class of any batch. MACT literally ruined lives of lots and lots of students, who have done better anywhere, any anywhere; had they not come to MACT!

Sir jee, we were not IIT products, your heart weeps, is more than sufficient for that Institute, because even that activity should not take place inside you, as far as I think. I confess that I am over rude, but why not ? Before thinking very positive about that Institute, why should not I think, what that Institute gave me, and what It could have given!!!!

We were taken by our bosses for booth capturing, fake voting, and their interest generated Violent attacks. Were we getting training of being better-civilized personalities, and super brained Engineers of our respective fields? People like Sanjeev Saxena, were active at
our times also. Then he was in middle, now he is at peak. So? What? Why was he treated in a very lesser authoritative way by MACT even in those days? Was Institute not knowing that seed result in large trees? The trees and its branches are what we are seeing now. In
shape of corrupt and incapable professors, in shape of inappropriate tender awards, in shape of these bloody bastard students, who face IPC 302!!!! Why getting so much surprised are you Sir?

So, Respected Sir, who ever and where ever is well placed like you and me, is not a contribution of MACT. This is because even at a later stages of our 4 years study, we realized, but we did, and tried our level best to do something. Hence you are in xxxxxxxxx and I am in xxxx. This is not at all because of MACT. Those things could have come to you anywhere. Yes Sir, anywhere!

So, don't get very much boasted of MACT, and don't let others have a feeling of Nandan Nilkeni or Azim Premji likes, that we have to do something for MACT or MANIT!!! That Institutes were likes of IITs and IIMs, and here this is our beloved MACT/MANIT.

Hence, it is my urge to all likes of you, who feel their heart bleeds at this dilapidated situation of our college, that don't waste your time, money and thoughts for MACT. This is simply heading
towards its "well-deserved" end result only. Nothing new, nothing surprising is there in this whole context.

Please do write to me, even if you think I am wrong.

Some reactions in Alumni Groups

It really feels great to see that our Juniors are carrying forward the awesome history and glory of our college. Our College is known for notorious students and history sheeters. We were afraid if this lusture and sparkle of the college may reduce after becoming NIT. But the current students are way beyond expectations. They are marvellously implementing the acts that has been glorifying our great college for years.

Be it dhaba vandalising or Kotra ransacking, we have really been outstanding in it. And the recent act by these III yr students is another Gold medal for our college.

Great Going....Kudos!!!!

Its a shame.
What do students think they are when they beat up people ?

After burning mid-night oil (hole in their parents pocket) and clearing
Entrance Exam to get admission in an REC -- is this what they wanted to
achieve/do in life.

Only career option left for these would be to pay (again money comes from
the poor parents) and get into mact/manit as a lecturer :((

Now this is too much. Student getting IPC 302 is end of the story here. There is really big hole already in MANIT.

We seriously need to have working committee with identified leaders and volunteers.

Can people come forward to suggest in formalising the working committee? Many will think there is no time for all these, but that really doesn't help our NIT. Everyone has 24Hrs. I never heard anyone having 25Hrs. Finding time from the available time is what we have to think over it and contribute for our college, if we can. There is always 80-20 rule applicable in everything. So we expect at least 20% of the members who are members of these MACT groups to come forward.

Any suggestion, ideas, plans?

Update on violence involving MANIT students

The Manager of Liquor Shop who was attacked by the MANIT students three weeks ago expired on Wednesday. Now the accused who were charged earlier with attempt to murder (IPC 307) will be charged under murder ( IPC 302).

The police has arrested four students for attack on Mr.Singh (Manager) earlier. The accused ,all the students of third year and had a row at the liquor shop over the price of Beer .

Many students were booked and four students Vishwajeet,Rahul Shakya, Nitin Taneja, and Suresh Mehta were arrested earlier and were on bail to attend the exams.More arrests will follow in this case. The incident has occurred on 22 Oct and T T Ngr police has registered the case.

The news has come in all the News Papers of Bhopal.

Update from Bhopal

Hi,


We understand that certain committees are being formed at MANIT which may be as per working of Govt System before taking firm action. Further details will be forwarded at the earliest.


Secondly we got information that Sharma/Saxena are not having much influence in MHRD except one PA in Ministry who gets money from these and acts as per their advise. The PA in turn contacts and give instruction to Director who feels that Minister Mr. Arjun Singh wants to favour Sharma/Saxena.


Third and important that now we should at least file the RTI application at earliest.

Letter from faculty to central government

This was mailed to the Blog... I have not edited it in anyway and am publishing it as is. Only change is that I have masked the name of the professor who wrote the letter.


The copy of this letter was revived by one of the senior officer of MANUT who wanted to hid his name.  

The letter has been written by x. x. xxxxxxx, Pof. In charge office administration on a official letter pad which has been widely acknowledged by authorities of Indian i.e. from president of India to Rahul Ghandi. It is real outburst of x. x. xxxxxx which disturbed his soul to come out this truth.

Subject: - Irregularities and Corruption in MANIT, Bhopal

I request you to look into following points due to which entire institution is in the grip of corruption, casteism, and nepotism

1) Recruitment scandal: - The huge money transaction had been carried out. AICTE norms violated grossly. Violent and aggressive nepotism had been exercised by a nexus between Dr. Ashotosh Sharma, and contractor, Shri. Sanjeev Saxsena. Mrs. Aruna Saxena, wife of Sanjeev Saxena had been appointed as professor, (Training and Placement) without having a single day experience as AP. and within week’s time she became Assistant Professor from lecturer. Shri. Ajay Sharma, who was a sub engineer in state PWD, appointed as Assistant Professor with five extra increments without having PhD Shrimati Archana Saxena, sister of Sanjeev Saxena appointed as Assistant Librarian in scale of Rs. 6500-10,500/ has been has been upgraded to Rs.800-13500, even probation period is not over. Numerous other appointees are the same. Rs7.0 Lakes per candidates was minimum amount taken by. Dr. Ashotosh Sharma/ Sanjeev Saxesena. They have bribed the present Director, Dr. K.S.Pandey, who in turn, encouraging more serious irregularities. Dr. Pandey, who is womaniser, appointing wives of these newly recruited lecturers, as contract faculty.
2) Construction scandal: - Proper laid down procedure has not been followed in awarding the contracts. All contracts are being given to Shri. Sanjeev Saxena. Building Works Committee Meeting held after the completion of works. No out side technical expert are invited. Even they bribed Shri. AVS Shastri, a MHRD officer, who attended the meeting. There is a gross difference in specifications in tender and real construction. The regular Institute Engineer has been transferred to civil department to teach and three faculty members, as per choice of Sanjeev Saxena has been engaged in civil construction works. An Assistant Engineer Shri. A.K. Soni, suspended because he refused to deviate from rules. A mechanical engineering professor Dr. V.K. Gahlot was professor in-charge construction for more then one year who in turn rewarded now as Dean (Planning and Development).
On 25/02/07, Dr. K.S. Pandey, Director, arranged his son’s marriage and each employees has been terrorised to attend and gift heavily, otherwise annul increments shall discontinued. Shri. Sanjeev Saxena has given Rs.10.00 Lakes to Dr. K.S. Pandey.
3) Suspension Issues: - One faculty, Security officer, Assistant Engineer, and a class IV employee had been suspended without any specific reasons. The said nexus had fabricated the pressure. Even charge sheets, after the eight months, has not given in some cases. Basic fundamental rules are not being followed by Dr. K.S. Pandey. He is demanding to send their wives to settle the issue.
Annual Increments: - They are not being released after rationalization as proposed by MHRD for the engineers. One junior most engineer Shri. R.K. Salve, had managed to provide woman and money to Dr. Pandey, who in-turn released his increments Dr. Pandey took at least Rs. 25,000/ per candidates for fixation of pay scale, numbering about 60. He his after the lady doctor and lady civil engineer. In presence of me, he used to speak very shabby language for them.
Land Encroachments:- Director, Pandey is allowing to encourage the encroachments of precious land (About Rs.1500 per sq. feet) to police personnel’s private colony (IPS) with the help of Shri Sanjeev Saxena. The court case against Sanjeev Saxena has been withdrawn by Shri. K.S. Pandey. Security officer, Shri Prabhakar Singh suspended because he did not okay his misdeeds.
Examinations:- Questions Papers are being sold An organized crime gang are operating under the supervision of Dr. Ashotosh Sharma, Dr. M.K. Gupta and Sanjeev Saxena. The so called EDP cell is only an eye wash to Govt.
Professor In-charges: - The new recruiters (Lecturers) are wardens and ragging is going on. Human Rights commission as summoned the Director. Lecturer with criminal records. Shri Jumed Rahem, Risi Shing has been made in charge of civil and electrical maintenance. Even they have link with terrorist organizations. Lacks of Rupees had been given to these persons as temporary advances. Their teaching assignment has been withdrawn. The same is following in store and purchase section. Professor in-charge Shri. Sanjay Soni, managed to appoint his brother-in-law as lecturer.
Security lapse:- Numerous thefts are going. The controversial security agency is still having the contract. The persons with fake certificates had been engaged. The big scandal surfaced by police department. But its contracts is still continue by Director. Professor S.P.S. Rajput is the kingpin behind this. Director Pandey is getting Rs.1.0 lakes per month by this agency. These two persons suspended the permanent security officer.
General Behaviour of Director: - It is very ugly shabby, antidemocratic, abusive and used to outburst on simple matters. He preferred only Brahmins. He has terrorized each employee to touch his feet even on street and corridors. If somebody resists, his group takes revenge from him. Publicly, he used to speak “I can purchase Arjun Singh Minister, MHRD, Govt. of India.
The basic constitution of institute has been broken and all administrative works are being handled by teachers. They are not doing teaching work. The sheer nepotism and family system is flourishing in this NIT.
The employees unions are not recognized by this Director and full dictorship is functioning.
I have witnessed all this. Therefore, I appeal you to save this institute.
