IT'S really good to here from Mr Arjun Singh ( Minis. MHRD) that action will be taken as per Mr. Buch's report.This has been confirmed by him on TV (Local) and to the press reporters.

MANIT- action on report !!!

MHRD Minister Mr. Arjun Singh has given instruction for action on Report submitted by Mr.Buch. This has been confirmed by minister himself to the teachers and students of institute during meeting with MR.Singh at his residence. Representative of Institute has thanked him for his decision and
assured him that this action surely will benefit the image of only NIT in MP.

It is necessary here to mention that, MHRD was getting complaints about MANIT and ministry has given responsibility in last Nov 06 to Mr. Buch to investigate the matter . Major points in investigation were irregularity in appointments/premotion and awarding in contracts. Mr. Buch has conducted the enquiry and submitted the report to MHRD in June 07 but there was no action on report till date.

Bhaskar has published this news in paper on 5/10 and also students and teachers were demanding the action on culprits so that institute will have clean image.

MANIT - what happened when !!!

March, 05 - S K Jhalani become Chairman
July , 05 - irregularities in appointment came in light
Nov , 06 - Jhalani resigned
Feb , 07 - Mr. Sudeep Bannerjee ( Rtd IAS -MHRD) become the
Director
June , 07 - Mr.Bannerjee resigned
Aug , 07 - Mr. A N Singh ( Rtd DGP) become Chairman
Nov , 06 - Mr. M N Buch appointed the chairman of committee to
investigate.
June , 07 - Committee submitted the report.
Oct , 07 - Mr. Arjun Singh announced action on the report during his visit to
Bhoapl.

WHAT IS IN REPORT !!!

Report confirmed irregularity in appointment of Proff. Aushutosh Sharma and also relatives. There was also cataracts of worth corers given to Mr Saxena's firm against rules. Mr Buch has advised to MHRD to take immediate action and clean the institute.


I feel that we should not leave this just now but wait and watch for real action in MANIT.

This is some good news but i would only believe it if something happens in real. Moreover the issues that have been covered in the report are only a tip of the iceberg. There is much much more lying underneath. I m sure once the beans start to spill there would more exciting news to come. But lets make it a national stir. Its time to do some action....I was watching and reading all emails...lets decide..... yeah lets decide a peaceful approch against this....
1. Lets decide a particular date..
2. On that date...
gatther at patrticulatr place @ all capitatls....
3. Lets decide at dress code - White shirt and blue jeans....with banners...
4. We will go to assemble of that statte...and give a memoratndum to CM of that state...
5. No mattter how many people(patss-outs of matct) will join with the person...(say. there are chances that in assam ...only one person will go upto assemble...
6.all we have to make this matter at nation level....
7. We will ask for 200 days to get an output of the investigation....
8. Thats it...at political level....
9.at our personal level we will form a web site to enlighten people to understand a power of real education getting from fearless...knowledgeale lecturerer/proffesors..

What i suggest for further action is as follow. This will also sum up
all the efforts.

Let us wait and see how things progresses. If no changes happens we can
do as follows

* Mr Ramesh Chari/VS Thakur are working with RTI (Right To Information).
If they can file a RTI application
and get the details of Contracts allocation and Appointment of Relatives
in MANIT this will make the case very strong.
* There is active team in Delhi. For a case to be filed and taking
matter ahead in more professional way
we will need a Regd. Society or Forum for us so that contributors who
dont want to be public can work
anonymous. If Delhi team can register a society there in Delhi we can
have all Funds send to it for the case.
Registering a society will cost around 5000 Indian Rs and 7 members
(Secretery, Treasury etc).
* We can later move to court through the Regd Society in Delhi.
* I have services of a Lawyer (M. Com LLB) available at my office. He is
on my payroll and is available for Saving MANIT
so we will save Lawyer Fees. Only fees we will need to pay will be for
his travels and if he seeks consultancy
of senior lawyers. I will have him work 4 hrs a day for us in case we
plan to take the matter to Bhopal Court or High Court.
the Lawyer can work under instructions from Team in Delhi.
* Once we get court to instruct Govt for actions it will surely clean
system of some of the bad elements.

The Road Ahead

* Reports through RTI
* A registered forum for saving MANIT now and in future.
* A case filed in court to instruct Govt to take strict action

You are using the sincere and dedicated faculty like Dr. N. D. Mittal for your means. You are playing with his life by using his name as he is already suffering from depression due to pressure from his family life.
Save MANIT is misleading and doing dis-service to their alma-mater which has promoted them to this level. You people are so selfish that you are only interested in highlighing only negative points rather than positive points.

Maulana Azad National Institute of Technology ( MANIT or MACT)
presently under sorry state of affair/corruption/nexuses etc. as per enquiry conducted by Ministry of Human Resource Development (MHRD) through Mr. N M Buch ( Rtd. IAS)
In the report, it is clearly revealed that this National Institute is in worst situation and presently run by certian officials like Pvt Co.In Mr.Buch's report it is clearly mentioned about irregularities in Appointments/Promotions/Awarding contracts. As per report, Institute is one of the best example in Appointments of RELATIVES ( around 50 member of a family) . Report has been submitted by Mr. M N Buch to MHRD in June07 and institute officials are awaiting for action from MHRD.
In report, questions has been raised on Appointments and Promotion in the Institutes. Present DEAN and Acting Director Mr.Ashutosh Sharma"s tenure of last 2 year is full of irregularties and corruption charges Even Mr Sharma's appointment as Professor is not as per rules and he disqualify the Norms of appointment.( He has done P.hd. In Discipline of Psychology wchich is not at all related with Architecture & Planning). This National Institute is run by Sharma & Saxena Party. At one place Mr. Buch was so upset by the corruption /irregularity that he has written in the report that " ALL IS NOT WELL IN THE STATE OF DENMARK...!!!
Report revealed Appointments are irregular ...!!!
Mr. Ashutosh Sharma"s appointment as Professor is not as per rule as he does not qualify the minimum qualification for the Post, therefore, He should be demoted and all the payments made to him since 19 April 2000 should be recovered. The then Principal/Director/Chairman should also be questioned in this matter.
In the report, appointments of Industrial Representative Mr. Arvind Chopra , Neemuch and Technical Education Institute Bhopal's Chief Dr.Mahendra Singh Chouhan is called as void. Mr. Buch has made responsible for all this Mr. S K Jhalani who was the then Chairman on Institute and ex- MLA.
Unqualified are Appointed....!!!
Mr. Abhay Sharma ( Brother of Ashutosh Sharma and both are son of Capt. Sharma- Chemistry Professor of MACT) was appointed Asst.Professor on 14 July 2005 in Civil Engg. Dept againest rule as he was only M. Tech and so he only qualify for the post of Lecturer.
Abhay Sharma was working with Public Works Department(PWD) as Sub-Engineer and having experience of 6 year. Mr.Buch mentioned in report that PWD is not an Industry hence this experience can not be considered equivalent to P.hd. Mr. Sharma should have minimum exp.of 6year of teaching and also Asst Proff. pay-scale is much higher than the Sub Engineer so appointment of Mr.Sharma as Asst. Proff is disqualify the Rule. Mr. Sharma"s appointment should be cancelled. Mr. Bush further mentioned that the then Chairman/ Director/ Faculty Member should also be punished for this appointment and arrested.
Furthere it should be mentioned during selection of Mr Abhay Sharma, All India Council of Technical Education (AICTE), Central Committee Regional Director Bhopal Mr. Sanjeev Sharma was present who is basically acting director therefore is not suitable to be member of the Interview committee.
Rules over ruled....!!!
Dr. Aruna Saxena was not at all suitable for the post of Proffessor but was appointed by the Institute over ruling all the rules and regulation wchich is height of Indiscipline in the institute. These irregularity should be dealt firmly and responsible should be punished. Her Appointment was not only the illegal but She was alloted house/Tel/Mobile as per her choice. Mr.Buch said that she should be demoted to Lecturer and all expense incurred by institute on her should be recovered, also all the responsible should be arrested.
Relatives all over the institute...!!!
Mr. Buch mentioned that I am presenting this report to the Chairman and confirming that everything WRONG is going in institute and no rules are followed. Director has confirmed to me during the investigation that there are 49 Faculty members are relatives of a family. As per Mr. Buch this institute is of National level technical institute where all faculty member are responsible to make it proud but not an Undertaking of Joint Family.
One Company awarded all the contracts...!!!
During investigation it is found that total 10 works awarded for the year 2006 worth Rs.750 Lacks for various jobs in the institute. Out of this Rs.676 lacks jobs awarded to M/S S S Construction Company only whose owner is Mr Sanjeev Saxena who is also an ex-student of this institute. Mr. Buch mentioned in his report that in such type of works particularly institute like MANIT number of contractor takes part,here only Five contractors participated in each tenders which is beyond acceptance. When this was discussed with Director he was unable to reply and it is found that there are lot of complaints for S S Construction but it seems Institute is in grip of Mr. Saxena. I strongly feel that Mr.Saxena has stopped other contractors to participate in tenders. I recommend that to get out of the clucthes from Mr Saxena a separate enquiry has to be conducted by Mr. A L Sancheti (Rtd C E). This institute should come out of Mafia of Contactor.
Toughest action required...!!!
Present Board of Governor and Central/State Govt. are requested to clean this institute from all dirt and immediate actions to be taken on all culprits.This institute should once again become the number one institute of National level. Present Director Mr. K L Panday is also in the hands of Sharma/Saxena party and he has promoted Mr Ashutosh Sharma as Dean. Also there are number of Deans has been promoted overruling the Seniority of faculty members. I recommend that all the Deans should not have administration responsibility but totally responsible for teaching only. Institute is also require a Good Registrar.
Why enquiry conducted...!!!
MHRD was gettimg lot of complaints from Parants/ Staff and contractors about all such activity in the institute. Mr. Buch has been given responsibility for conducting enquiry on 28th Nov 06 and Mr. Buch has submitted his report to MHRD in first week of June 07.
Mr Buch on report...!!!
I have done my job , now its MHRD to act upon it. I feel that this institute come out of this all and become National pride......
So , Friends now its time for all of us to take action ...!!!

I would like to give some suggestions, which you may like to
discuss and take necessary steps.
1. Director should be an eminent academician and not a
politician. I want to say that he should be a
competent personality.
2. Overhauling in teaching staff is required. Means,
in an educational institute- three things are vital (1)
Input i.e. student - fortunately students' quality in
MANIT are the best. They needs proper guidance.
Guidance only possible, if the teacher is competent.
(2) The process i.e. teacher. You know better the
quality of teacher reigning in MANIT. Except politics
and politics, most of the teachers are having no
market value. They want to save their skins by doing
all the nuisance activities.
(3) Output i.e. placement. The students are getting
placement by their own merit, and what I feel,
Institutes contribution is almost nil, except
inviting some good companies. You know that NIT
students are the cream, and selected corporates prefer
to visit campus.
Since I was associated in placement, most of the
corporates feedback was surprising.
We have the best infrastructure, but most of the
faculties does not know to use and guide the students.
The most important thing is is the root cause of
collapse of MANIT machinery is involvement of
self-interest of few so-called alumni in the
administration. They know the weak points of
Director, faculty and encashing the same by
influencing their power.
You can see the recent recruitment of faculty members.
The quality. What you can expect from them. I can
challenge, if they go to market, their applications will
be rejected.
These are few my personal observations, which you may
like to share.

Going to the court in my opinion will not do much in the near future. We all know that the courts are horribly backlogged. Secondly, any legal action will require the assistance of a lawyer or two, which not only means we need to find someone good, he/she will have to be paid as well. So unless people are willing to contribute towards this, a PIL is not going to go far. Even if people will contribute, who will keep track of it all and who will meet with the lawyers and go to court?? Any legal action may take years to show any result, that person(s) will have to stay involved for the entire duration. Thakur ji, will you volunteer to be that person?

The shortest path to change, IMHO is as follows:

1) We verify that what is being reported is true and factual.
2) We verify that existing students and at least some of the faculty also desire a change in situation. If they do not desire any change, then let us not forget that nothing is a 100% in this world. So some people got appointed/promoted due to family connections, it happens all the time. As long as current students are getting the education they need and want and as long as they are getting the jobs they want, it does not matter what we think.
3) If indeed things are BAD in MACT, and the current students and faculty also desire a change for the better, then we formulate a detailed petition, listing the known and verified issues/grievances etc. This petition shouldl also provide concrete suggestions and ideas and procedures/policies etc that can be implemented to ensure that the said issues/grievances are resolved and not repeated in the future.
4) We then petition the Union HRD ministry. If need be, we can escalate the issue to the PM as well. It will help if we can find someone who has a contact in the Union HRD ministry.

There is Right of Information Act. One can use this act and file
application to get details of all tender allotment and appointments in MACT.
There is a very small fees for filing this application and it is a Govt
of India move for a better India so will surely work with help
of a good attorney. Once we have official stuff on Papers, it can be
then given to Media and even placed on all hoardings
from TT Nagar to MANIT path from monetary contribution of NRI MANITians
and Others ;-)

If one do not have time for a lengthy legal procedding and want to take
out their anger
i feel DPG is for them. I am sure if 100+ complaints get registered it
will atleast bring the issue in notice of Govt.

For this to work more effectively, it needs a Volunteer who can email
all mact groups a format of application
that everyone of us can copy and paste in complaint box with our name.
(I borrowed this idea from how
things happen in US when for any particular Act one has to pursue the
local Senator)

remember IIM Lobby even got HRD Minister removed by their efforts and
lobbying
this seems a much smaller issue than that

जय हिंद,आप सभी ने शायद सुना हो या हो सकता है अपने व्यस्त जीवन मे आप भूल गए हो कि जिस कॉलेज मे आपने अपने जीवन के ४ महत्वपूर्ण वर्ष व्यतीत किए हैं उस कॉलेज को दीमक की तरह खा रहा है उसी कॉलेज का एक भूतपूर्व छात्र ये व्यक्ति आप मे से किसी का मित्र होगा तो किसी का बॉस लेकिन मानवता ये नही कहती की मित्र के ग़लत काम को प्रोत्साहन दिया जाए आपकी चुप्पी एक राष्ट्रीय संस्थान ( जो कि सबसे पहले आपका अपना गुरुकुल है ) उसे गर्त मे धकेल रही है कॉलेज के कुछ गद्दार शिक्षकों से मिलकर बंदूक की नोंक पर पूरे कॉलेज पर अपना राज्य चलाने वाला यह व्यक्ति कॉलेज को दीमक की तरह खा रहा है २०-२५ लाख नहीं ,सरकार के करोड़ों रुपये जो हमारे दिए हुए टैक्स का एक हिस्सा है यह व्यक्ति पचा रहा है ओर इसे रोकने की ज़िम्मेदारी सरकार की होनी चाहिए लेकिन शायद सरकार को इस बात का एहसास नही है या फ़िर हो सकता है कुछ सरकारी नुमाइंदे भी इनका सहयोग कर रहे हों यदि लवित रावतानी जैसे किसी प्रोफेसर ने कुछ विरोध किया तो उनकी बोलती बंद करके उन्हें पागल करार देकर कॉलेज से निकाल दिया गया मेकेनिकल विभाग के एक प्रोफेसर ने इस स्तिथी से व्यथित होकर डिप्रेशन का शिकार होकर ख़ुदकुशी करने का प्रयास किया लेकिन कॉलेज प्रशासन जो कि बंदूक कि नोंक पर चल रहा है उसे कोई असर नही पड़ा इसलिए हम छात्रों की इस कॉलेज के प्रति अब ये जिम्मेदारी बनती है कि हमसे जो बन सकता है करें और इस दीमक को अपने कॉलेज को खोखला करने से बचाएं हम लोग अगर अपनी दादागिरी दिखाने के लिए प्रदर्शन कर सकते हैं तो छात्रों मे एकता होने से हम अपनी आवाज़ को मध्य प्रदेश सरकार ही नही अपितु दिल्ली तक ले जा सकते हैं ज़रूरत है छात्रों के जागरूक होने की कॉलेज मे पड़ रहे सभी छात्रों से अनुरोध है कि अपने को एकजुट करके इस दादागिरी का विरोध करें और भूतपूर्व छात्र जो आज किसी बड़े ओहदे पर पहुँच गए हैं वो कॉलेज के छात्रों का समर्थन करें अपने कॉलेज को असामाजिक तत्वों के हाथों से बचाएँ कुछ छात्र जो कॉलेज के डॉन कहलाते हैं और ऐसे असामाजिक तत्वों की मदद करते हैं उन छात्रों से मेरा विनम्र अनुरोध है की थोड़े से पैसों के लालच मे अपने ज़मीर को ना बेचें अपितु कॉलेज मे हो रहे गोरख धंधों का विरोध करें क्यूंकि कॉलेज से निकलने के बाद आपकी दादागिरी आपके किसी काम नही आएगी

Dear All Friends,

I suggest it is the best way we can do some thing . But Let us formulate some action plan to clean the system, merely saying that a large faculty is related to each other , they are not competent, promotion are biased etc etc...will not serve any purpose.
We should come with a viable solution such as selection procedure for faculty, visiting faculty, tender allocation procedures etc.. etc. This will help the authorities at President/ PM/HRD ministry level to take appropriate steps. Instead of harping on misdeeds by the faculty earlier we should suggest corrective measures. These corrective measures can actually come from the people who are at present at MACT or nearby.
I request all the MACTians to suggest such corrective measures after knowing the complete system so that this Institution becomes at par with IIT, even better.

Dear Friends,

As discussed with some of you, I have concluded that RTI is the best instrument to force the issue.

I have contacted the National RTI Helpline. They do not reveal their whereabouts for security reasons. However, they have put me on to an RTI activist who asked me to contact this evening after 6pm. I will give him all the details and seek his guidance to draft a petition.

After getting a draft petition, I will circulate this for everyone's info. We will file at least 250 identical RTI petitions, i.e., 250 individuals will have to file a petition.

Hopefully, we should be in a position to fire our first salvo within a week.

Please post this message in as many MACT groups as possible.

Someone might come out with a smarter, brighter idea!

भोपाल. मौलाना आजाद नेशनल इंस्टीट्यूट ऑफ टेक्नालॉजी (एमएएनआईटी) कठघरे में है। मानव संसाधन विकास मंत्रालय द्वारा कराई गई एक जांच ने राष्ट्रीय स्तर के इस तकनीकी शिक्षा संस्थान को शर्मनाक स्थिति में ला खड़ा किया है।
जांच रिपोर्ट में संस्थान के क्रियाकलापों पर तीखी टिप्पणियां की हैं। खासतौर से नियुक्तियों, पदोन्नतियों और निर्माण कार्र्यो के ठेकों में होती रही मनमानियों को लेकर यह जांच रिपोर्ट नीति-नियंताओं की नींद उड़ाने के लिए काफी है। रिपोर्ट के मुताबिक संस्थान में हुई नियुक्तियां भाई-भतीजावाद का निकृष्ट नमूना है।
संस्थान पर लगातार लग रहे आरोपों के मद्देनजर मानव संसाधन विकास मंत्रालय के तहत उच्च शिक्षा विभाग ने मध्यप्रदेश के पूर्व आईएएस अधिकारी डॉ. एमएन बुच से इसकी जांच कराई है। दिल्ली स्थित विभाग के विश्वस्त सूत्रों के अनुसार जांच रिपोर्ट गत जून में पेश हो चुकी है। रिपोर्ट की सिफारिशों को लेकर तकनीकी शिक्षा जगत में हलचल है और एमएएनआईटी के स्टाफ को कार्रवाई का इंतजार है।
रिपोर्ट में पिछले दो सालों में संस्थान में हुई गलत नियुक्तियों और पदोन्नतियों पर सवाल खड़े किए हैं। संस्थान के मौजूदा डीन और प्रभारी निदेशक डॉ. आशुतोष शर्मा का समूचा कार्यकाल और कार्यप्रणाली भी सवालों के घेरे में है। जांच के दौरान दिलचस्प तथ्य यह पाया गया है कि संस्थान के करीब 50 फेकल्टी मेम्बर आपस में रिश्तेदार हैं। बुच ने एक जगह व्यथित होकर लिखा है-‘ऑल इज नॉट वेल विथ द स्टेट ऑफ डेनमार्क..।’
रिपोर्ट का खुलासा, कई नियुक्तियां अवैधडॉ. आशुतोष शर्मा की पदोन्नतियां नियमों के विपरीत हैं। उनकी पीएचडी मनोविज्ञान में अनुशासन विषय पर है और इसका आर्किटेक्चर व प्लानिंग में पीएचडी से दूर-दूर का नाता नहीं है। वे प्रोफेसर के रूप में पदोन्नत होने की न्यूनतम योग्यता नहीं रखते। इसलिए उनकी 19 अप्रैल 2000 से प्रोफेसर के रूप मे हुई पदोन्नति अवैध है। उन्हें अब तक हुए सारे भुगतानों की वसूली की जाए।
इसके अलावा लेक्चरर के रूप में नियुक्ति के बाद के भुगतान भी वसूले जाएं। उनकी असिस्टेंट प्रोफेसर व प्रोफेसर के रूप पदोन्नतियां अवैध हैं। इस अवैध पदोन्नतियों के बारे में प्राचार्य या निदेशक, चेयरमैन और तत्कालीन चयन समिति के सदस्यों से भी पूछा जाए।
रिपोर्ट में उद्योग प्रतिनिधि के रूप में अरविंद चोपड़ा, नीमच और तकनीकी शिक्षा संस्थान, भोपाल के प्रमुख के रूप में डॉ. महेंद्रसिंह चौहान की नियुक्तियों को अवैध बताते हुए इसके लिए तत्कालीन चेयरमैन व पूर्व विधायक एसके झालानीको जिम्मेदार माना है।
अयोग्य को पद..-आशुतोष शर्मा के भाई अभय शर्मा को 14 जुलाई 2005 को सिविल इंजीनियरिंग विभाग में असिस्टेंट प्रोफेसर बनाया गया। वे बीई और एमटेक की अपनी शैक्षणिक योग्यता के अनुसार लेक्चरर पद के योग्य थे। लेकिन उन्होंने लोकनिर्माण विभाग में सब इंजीनियर के रूप में कार्य के अनुभव के आधार पर असिस्टेंट प्रोफेसर पद के लिए आवेदन किया और बना दिए गए।
जांच रिपोर्ट में कहा गया है कि लोनिवि कोई उद्योग नहीं है, इसलिए वहां का अनुभव उद्योग का अनुभव नहीं माना जा सकता, जो कि पीएचडी के समकक्ष हो। इसके लिए उन्हें छह साल का लेक्चरर का अनुभव होना चाहिए था। इसका पे-स्केल सब इंजीनियर से कहीं ज्यादा है। अभय शर्मा किसी प्रकार इस पद के योग्य नहीं हैं। उनका नियुक्ति पत्र नियम-विरूद्घ अवैध है।
इस नियुक्ति के लिए जिम्मेदार निदेशक, फेकल्टी मेम्बर और चेयरमैन पर भी कार्रवाई की जानी चाहिए। संस्थान के सम्मान की रक्षा के लिए इस नियुक्ति को निरस्त किया जाना चाहिए और जिनकी मिलीभगत से यह हुआ, उन्हें गिरफ्तार किया जाना चाहिए।
नियमों का उल्लंघन..-डॉ. अरूणा सक्सेना किसी भी आधार पर प्रोफेसर के योग्य नहीं थीं। लेकिन संस्थान सारे नियम-कायदों का उल्लंघन करते हुए उनको पदोन्नत करने पर आमादा था। यह धूर्तता का एक नमूना है। इससे सख्ती से निपटा जाना चाहिए। यही नहीं उन्हें संस्थान में मुफ्त आवास, मोबाइल व घर पर फोन की सुविधाएं भी मनमाने ढंग से दी र्गई।
जबकि नियम में किसी भी टीचर को बिना किराए के मकान की सुविधा का प्रावधान नहीं हैं। जांच समिति ने अर्चना सक्सेना की पदोन्नति नियमों का खुला उल्लंघन है। यह आदेश निरस्त किए जाएं और अर्चना सक्सेना को पदावनत करके सीनियर लेक्चरर बनाया जाए, मुफ्त आवास और अन्य सुविधाएं वापस ली जाएं और उनके अपात्र होने के बावजूद दी गई इन सुविधाओं के भुगतानों की वसूली की जाए। इस षड़यंत्र में शामिल जिम्मेदार लोगों के खिलाफ कानूनी कार्रवाई की जाए।
आपस में रिश्तेदार..-मैं संस्थान के चेयरमैन को यह रिपोर्ट प्रेषित कर रहा हूं कि यहां सब कुछ ठीकठाक नहीं है। संस्थान में पिछले दो साल में हुई नियुक्तियों की विस्तृत जांच होनी चाहिए। निदेशक ने मुझे बताया है कि 49 फेकल्टी मेम्बर आपस में सगे-संबंधी है। डॉ. बुच के मुताबिक मुद्दा यह है कि यह राष्ट्रीय स्तर का तकनीकी संस्थान है या विस्तृत संयुक्त परिवार को कायम किया है, जिसका हर सदस्य इसमें सहभागी है।
एक ही कंपनी को करोड़ों के काम..-जांच के दौरान वर्ष 2006 के सात करोड़ 50 लाख 31 हजार रूपए के 10 निर्माण कार्र्यो का विवरण देखा गया। इनमें से छह करोड़ 76 लाख 61 हजार रूपए सिर्फ एसएस कंस्ट्रक्शन कंपनी को ही दिए गए। इन सभी कामों में टेंडर भी पांच कंपनियों के ही टेंडर लिए गए। जांच रिपोर्ट में इस पर सवालिया निशान लगाते हुए कहा गया है कि इस प्रकार के निर्माण कार्र्यो के लिए बड़ी संख्या में ठेकेदार आगे आते हैं, खासकर एमएएनआईटी जैसे संस्थानों में।
जब निदेशक से इस बारे में पूछा गया तो उनके पास कोई जवाब नही था। यह शिकायत है कि एसएस कंस्ट्रक्शन के मालिक संजीव सक्सेना का अवैध प्रभाव संस्थान में लगातार जारी रहा है।
उन्होंने अन्य ठेकेदारों को टेंडर भरने से रोका। मैं खासतौर पर इस मामले में यह सिफारिश करूंगा कि इस मामले में विस्तृत जांच सेवानिवृत सीई एएल संचेती से कराई जाए। इससे कई और तथ्यों का खुलासा होने की उम्मीद है। यदि कंस्ट्रक्शन माफिया से संस्थान को बचाना है तो सख्त कदम उठाना जरूरी है।
कड़ी कार्रवाई की जाए..-वर्तमान बोर्ड ऑफ गवर्नर्स और सरकार को मिलकर संस्थान की सफाई करना चाहिए। इस दिशा में तत्काल कड़ी कार्रवाई की जानी चाहिए। मौजूदा निेदशक डॉ केएस पांडे ने भी आशुतोष शर्मा के हाथ का खिलौना बनना स्वीकार किया और उन्हें शर्मा को डीन बना दिया।
बाकी सीनियर फेकल्टी की आलोचना को देखते हुए और भी कई डीन बना दिए। सभी डींस को प्रशासनिक दायित्वों से मुक्त किया जाए और शैक्षणिक कार्र्यो पर केंद्रित किया जाए। संस्थान को एक अच्छे रजिस्ट्रार की भी जरूरत है।
इसलिए हुई जांचमानव संसाधन मंत्रालय ने मैनिट के खिलाफ मिल रही शिकायतों के बाद 28 नवंबर 2006 को पूर्व आईएएस अधिकारी डॉ. एम.एन. बुच को संस्थान के क्रियाकलापों की जांच का काम सौंपा था। जांच रिपोर्ट जून के पहले सप्ताह में कें्रद को सौंपी गई।
नियम ताक पररिपोर्ट में संस्थान के प्रभारी निदेशक व डीन डॉ आशुतोष शर्मा की पदोन्नति को अवैध माना गया है। अब तक हुए भुगतानों की वसूली की सिफारिशआशुतोष शर्मा के भाई अजय शर्मा असिस्टेंट प्रोफेसर पद पर नियुक्ति को रद्द करने की सिफारिश
चर्चा उचित नहीं बुचजब दैनिक भास्कर ने एमएन बुच से जांच के बारे में पूछा तो उन्होंने कहा कि वे अपनी जांच पूरी कर रिपोर्ट केंद्र को सौंप चुके हैं। जो भी होना है, अब सरकार के स्तर पर होना है। उन्होंने यह भी जानना चाहा कि भास्कर को रिपोर्ट का खुलासा कहां से हुआ?
