भोपाल. मौलाना आजाद नेशनल इंस्टीट्यूट ऑफ टेक्नालॉजी (एमएएनआईटी) कठघरे में है। मानव संसाधन विकास मंत्रालय द्वारा कराई गई एक जांच ने राष्ट्रीय स्तर के इस तकनीकी शिक्षा संस्थान को शर्मनाक स्थिति में ला खड़ा किया है।
जांच रिपोर्ट में संस्थान के क्रियाकलापों पर तीखी टिप्पणियां की हैं। खासतौर से नियुक्तियों, पदोन्नतियों और निर्माण कार्र्यो के ठेकों में होती रही मनमानियों को लेकर यह जांच रिपोर्ट नीति-नियंताओं की नींद उड़ाने के लिए काफी है। रिपोर्ट के मुताबिक संस्थान में हुई नियुक्तियां भाई-भतीजावाद का निकृष्ट नमूना है।
संस्थान पर लगातार लग रहे आरोपों के मद्देनजर मानव संसाधन विकास मंत्रालय के तहत उच्च शिक्षा विभाग ने मध्यप्रदेश के पूर्व आईएएस अधिकारी डॉ. एमएन बुच से इसकी जांच कराई है। दिल्ली स्थित विभाग के विश्वस्त सूत्रों के अनुसार जांच रिपोर्ट गत जून में पेश हो चुकी है। रिपोर्ट की सिफारिशों को लेकर तकनीकी शिक्षा जगत में हलचल है और एमएएनआईटी के स्टाफ को कार्रवाई का इंतजार है।
रिपोर्ट में पिछले दो सालों में संस्थान में हुई गलत नियुक्तियों और पदोन्नतियों पर सवाल खड़े किए हैं। संस्थान के मौजूदा डीन और प्रभारी निदेशक डॉ. आशुतोष शर्मा का समूचा कार्यकाल और कार्यप्रणाली भी सवालों के घेरे में है। जांच के दौरान दिलचस्प तथ्य यह पाया गया है कि संस्थान के करीब 50 फेकल्टी मेम्बर आपस में रिश्तेदार हैं। बुच ने एक जगह व्यथित होकर लिखा है-‘ऑल इज नॉट वेल विथ द स्टेट ऑफ डेनमार्क..।’
रिपोर्ट का खुलासा, कई नियुक्तियां अवैधडॉ. आशुतोष शर्मा की पदोन्नतियां नियमों के विपरीत हैं। उनकी पीएचडी मनोविज्ञान में अनुशासन विषय पर है और इसका आर्किटेक्चर व प्लानिंग में पीएचडी से दूर-दूर का नाता नहीं है। वे प्रोफेसर के रूप में पदोन्नत होने की न्यूनतम योग्यता नहीं रखते। इसलिए उनकी 19 अप्रैल 2000 से प्रोफेसर के रूप मे हुई पदोन्नति अवैध है। उन्हें अब तक हुए सारे भुगतानों की वसूली की जाए।
इसके अलावा लेक्चरर के रूप में नियुक्ति के बाद के भुगतान भी वसूले जाएं। उनकी असिस्टेंट प्रोफेसर व प्रोफेसर के रूप पदोन्नतियां अवैध हैं। इस अवैध पदोन्नतियों के बारे में प्राचार्य या निदेशक, चेयरमैन और तत्कालीन चयन समिति के सदस्यों से भी पूछा जाए।
रिपोर्ट में उद्योग प्रतिनिधि के रूप में अरविंद चोपड़ा, नीमच और तकनीकी शिक्षा संस्थान, भोपाल के प्रमुख के रूप में डॉ. महेंद्रसिंह चौहान की नियुक्तियों को अवैध बताते हुए इसके लिए तत्कालीन चेयरमैन व पूर्व विधायक एसके झालानीको जिम्मेदार माना है।
अयोग्य को पद..-आशुतोष शर्मा के भाई अभय शर्मा को 14 जुलाई 2005 को सिविल इंजीनियरिंग विभाग में असिस्टेंट प्रोफेसर बनाया गया। वे बीई और एमटेक की अपनी शैक्षणिक योग्यता के अनुसार लेक्चरर पद के योग्य थे। लेकिन उन्होंने लोकनिर्माण विभाग में सब इंजीनियर के रूप में कार्य के अनुभव के आधार पर असिस्टेंट प्रोफेसर पद के लिए आवेदन किया और बना दिए गए।
जांच रिपोर्ट में कहा गया है कि लोनिवि कोई उद्योग नहीं है, इसलिए वहां का अनुभव उद्योग का अनुभव नहीं माना जा सकता, जो कि पीएचडी के समकक्ष हो। इसके लिए उन्हें छह साल का लेक्चरर का अनुभव होना चाहिए था। इसका पे-स्केल सब इंजीनियर से कहीं ज्यादा है। अभय शर्मा किसी प्रकार इस पद के योग्य नहीं हैं। उनका नियुक्ति पत्र नियम-विरूद्घ अवैध है।
इस नियुक्ति के लिए जिम्मेदार निदेशक, फेकल्टी मेम्बर और चेयरमैन पर भी कार्रवाई की जानी चाहिए। संस्थान के सम्मान की रक्षा के लिए इस नियुक्ति को निरस्त किया जाना चाहिए और जिनकी मिलीभगत से यह हुआ, उन्हें गिरफ्तार किया जाना चाहिए।
नियमों का उल्लंघन..-डॉ. अरूणा सक्सेना किसी भी आधार पर प्रोफेसर के योग्य नहीं थीं। लेकिन संस्थान सारे नियम-कायदों का उल्लंघन करते हुए उनको पदोन्नत करने पर आमादा था। यह धूर्तता का एक नमूना है। इससे सख्ती से निपटा जाना चाहिए। यही नहीं उन्हें संस्थान में मुफ्त आवास, मोबाइल व घर पर फोन की सुविधाएं भी मनमाने ढंग से दी र्गई।
जबकि नियम में किसी भी टीचर को बिना किराए के मकान की सुविधा का प्रावधान नहीं हैं। जांच समिति ने अर्चना सक्सेना की पदोन्नति नियमों का खुला उल्लंघन है। यह आदेश निरस्त किए जाएं और अर्चना सक्सेना को पदावनत करके सीनियर लेक्चरर बनाया जाए, मुफ्त आवास और अन्य सुविधाएं वापस ली जाएं और उनके अपात्र होने के बावजूद दी गई इन सुविधाओं के भुगतानों की वसूली की जाए। इस षड़यंत्र में शामिल जिम्मेदार लोगों के खिलाफ कानूनी कार्रवाई की जाए।
आपस में रिश्तेदार..-मैं संस्थान के चेयरमैन को यह रिपोर्ट प्रेषित कर रहा हूं कि यहां सब कुछ ठीकठाक नहीं है। संस्थान में पिछले दो साल में हुई नियुक्तियों की विस्तृत जांच होनी चाहिए। निदेशक ने मुझे बताया है कि 49 फेकल्टी मेम्बर आपस में सगे-संबंधी है। डॉ. बुच के मुताबिक मुद्दा यह है कि यह राष्ट्रीय स्तर का तकनीकी संस्थान है या विस्तृत संयुक्त परिवार को कायम किया है, जिसका हर सदस्य इसमें सहभागी है।
एक ही कंपनी को करोड़ों के काम..-जांच के दौरान वर्ष 2006 के सात करोड़ 50 लाख 31 हजार रूपए के 10 निर्माण कार्र्यो का विवरण देखा गया। इनमें से छह करोड़ 76 लाख 61 हजार रूपए सिर्फ एसएस कंस्ट्रक्शन कंपनी को ही दिए गए। इन सभी कामों में टेंडर भी पांच कंपनियों के ही टेंडर लिए गए। जांच रिपोर्ट में इस पर सवालिया निशान लगाते हुए कहा गया है कि इस प्रकार के निर्माण कार्र्यो के लिए बड़ी संख्या में ठेकेदार आगे आते हैं, खासकर एमएएनआईटी जैसे संस्थानों में।
जब निदेशक से इस बारे में पूछा गया तो उनके पास कोई जवाब नही था। यह शिकायत है कि एसएस कंस्ट्रक्शन के मालिक संजीव सक्सेना का अवैध प्रभाव संस्थान में लगातार जारी रहा है।
उन्होंने अन्य ठेकेदारों को टेंडर भरने से रोका। मैं खासतौर पर इस मामले में यह सिफारिश करूंगा कि इस मामले में विस्तृत जांच सेवानिवृत सीई एएल संचेती से कराई जाए। इससे कई और तथ्यों का खुलासा होने की उम्मीद है। यदि कंस्ट्रक्शन माफिया से संस्थान को बचाना है तो सख्त कदम उठाना जरूरी है।
कड़ी कार्रवाई की जाए..-वर्तमान बोर्ड ऑफ गवर्नर्स और सरकार को मिलकर संस्थान की सफाई करना चाहिए। इस दिशा में तत्काल कड़ी कार्रवाई की जानी चाहिए। मौजूदा निेदशक डॉ केएस पांडे ने भी आशुतोष शर्मा के हाथ का खिलौना बनना स्वीकार किया और उन्हें शर्मा को डीन बना दिया।
बाकी सीनियर फेकल्टी की आलोचना को देखते हुए और भी कई डीन बना दिए। सभी डींस को प्रशासनिक दायित्वों से मुक्त किया जाए और शैक्षणिक कार्र्यो पर केंद्रित किया जाए। संस्थान को एक अच्छे रजिस्ट्रार की भी जरूरत है।
इसलिए हुई जांचमानव संसाधन मंत्रालय ने मैनिट के खिलाफ मिल रही शिकायतों के बाद 28 नवंबर 2006 को पूर्व आईएएस अधिकारी डॉ. एम.एन. बुच को संस्थान के क्रियाकलापों की जांच का काम सौंपा था। जांच रिपोर्ट जून के पहले सप्ताह में कें्रद को सौंपी गई।
नियम ताक पररिपोर्ट में संस्थान के प्रभारी निदेशक व डीन डॉ आशुतोष शर्मा की पदोन्नति को अवैध माना गया है। अब तक हुए भुगतानों की वसूली की सिफारिशआशुतोष शर्मा के भाई अजय शर्मा असिस्टेंट प्रोफेसर पद पर नियुक्ति को रद्द करने की सिफारिश
चर्चा उचित नहीं बुचजब दैनिक भास्कर ने एमएन बुच से जांच के बारे में पूछा तो उन्होंने कहा कि वे अपनी जांच पूरी कर रिपोर्ट केंद्र को सौंप चुके हैं। जो भी होना है, अब सरकार के स्तर पर होना है। उन्होंने यह भी जानना चाहा कि भास्कर को रिपोर्ट का खुलासा कहां से हुआ?

This is about a recent sad incidence related with Bhopal’s premier educational institute of national repute, MANIT . The event is about registration of FIR against two faculty members of MANIT (Dainik Bhaskar dated 03.10.07) for using allegedly false caste certificate to get job. The news came out in the morning, and the same day, students were provoked by a group of faculty members (some of them are hostel wardens) to boycott the ongoing examinations. The main issue was hijacked by these so called torch bearers (Assistant professor Mr. S.P.S. Rajput, Mr. Junaid Raheem, etc.) and the students were misled to hold a road block for 4-5 hours. It was vehemently demanded by this specific group of faculty members and the students misguided by them, that FIR against the faculty members (Mr. Rajendra Baghel and Mr. Alok Baghel) be withdrawn/cancelled.
Irrespective of the facts related with the registration of FIR, which are already under investigation by the police, it appears totally illogical to drag this issue to the level of bringing inconvenience to the general public by blocking road. The way this issue (which could follow normal legal course of action) has been given so much significance by the specific few people, points to a plot to suppress some facts which may be inconvenient to the specific group of faculty members who are somehow linked to the persons named in FIR.
The institute is being exploited and plundered since long by a nexus of criminals and a few faculty members holding key posts in administration. The unfortunate decline of educational atmosphere started with large scale corruption in the appointments which took place in June-July 2005. The entire recruitment process was completed in unusual haste (refer to magazine Outlook). The advertisement appeared on 9th June 2005, and last day of application submission was 27th June (without giving the candidates of remote areas any real chance to get their application submitted in time). Scrutiny of more than 3000 candidates was completed (!) in 3 days time, and date of interview was kept 9th July, 2005 onwards. As a result, many call letters were not received by external candidates, and several candidates of superior qualifications were seen out of call list, since the call-letters were not issued strictly based on merit. The interview call letters were issued by a multitude of authorities including the Head of the departments in some cases, and Professor in-charge human resource (at that time) Dr. Ashutosh Sharma in many other cases. Many of the appointed faculty members were given positions of financial and administrative significance even before their probation period was over.
It is no secret that the many faculty members including assistant professor Mr. S.P.S. Rajput, Mr. Rajendra Baghel, and several among the faculty members supporting them, are well established into private coaching/tuitions business since long. What happens to MANIT and its students, does not matter for them, but they need MANIT resources for their own enrichment, and MANIT student power to carry out their wicked politics.
The overall atmosphere of this institute is stinking with dirty politics, selective victimization, and shameless display of money and muscle power. It is in the best interest of the students in particular and society in general that the institute gets rid of its cancerous elements as soon as possible.

The Dark Side of MANIT:
“Andhera Kayam Rahe”: motto of Sanjeev Saxena-Ashutosh Sharma nexus in MANIT
MANIT, a premier institution, has been relegated to utter degeneration ever since the Ashutosh Sharma-Sanjeev Saxena took hold over it. It may be noted that this group has got its major scams accomplished during the transition phases of acting Directors/ Principals or during the tenure of weak Directors/ Chairmen.
This can be easily elaborated with the following cases at MANIT:
1 Career Advancement Scheme ( CAS) – 2003 Scam:
The unfortunate capture of this institution by the “Education and construction Mafia” began from CAS 2003. Ashutosh Sahrma received out of turn promotion on false credentials (his first promotion being itself a big question mark) by superceding his hapless seniors, as a reward for giving all construction contracts to Sanjeev Saxena during his tenure as the Engineer-in-charge construction.
2. Teachers given non-teaching assignments :
As Sanjeev Saxena needed a complete slave to his demands, Ashutosh Sharma was the ideal choice for him to hold the relevant positions that have financial powers.
Thereafter, Ashutosh Sharma was given various important positions, from 2003-present day, viz:
Dean Administration
Officer on Special Duty to the Chairman Mr. Jhalani
Deputy Director
In Charge Director
Dean Human Resource
To achieve their illegal targets, Ashutosh Sahrma-Sanjeev Saxena duo needed their yes-persons at all the relevant positions. Therefore, many non-teaching positions were filled by teaching staff, for example:
a. Prof. Baghel posted to do the work of Registrar instead of teaching.
b. Prof. K.K.Dhote to do the work of Establishment instead of concentrating on teaching.
c. Mr. Junaid, fresh appointee, was immediately given various non-teaching assignments.
d. Mrs. Aruna Saxena, wife of Sanjeev Saxena, was promoted directly to the post of Professor from Lecturer and assigned the non-teaching assignment of the Training and Placement Officer, more to take care of the Training and Placement of RadhaRaman college of Sanjeev Saxena at the cost of MANIT.
3. Non-implementation of the MoA for NITs
Ministry of Human Resource Department has published the document “Memorandum of Association” (MoA) in which the formation of institution, definitions, policies and Rules for newly converted NIT from RECs has been clearly stated.
MANIT has bypassed the rulings given in MoA , just because it is not comfortable for the Ashutosh Sharma-Sanjeev Saxena nexus.
4. Manipulations in the BOG meetings
Many important decisions, for which only the Board of Governors is authorized to discuss and pass, were taken by Director and Dy. Director themselves and thereafter placed for approval (post facto) to the Board. In one such Board meeting, about 48 important decisions were placed and passed without discussion.
5. CAS 2004 and 2005 and Fresh Recruitment 2005 Scam:
Enjoying his position as OSD to Chairman and Dean (HR) Ashutosh Sharma was the key person to formulate the Selection Board, call Experts, scrutinize the applications, both for the CAS and direct recruitment.
The CAS and direct recruitments were over within a few days and the selected candidates joined even by midnight after the selection list was officially disclosed.
The end result of this exercise was that his men were promoted and appointed irrespective of talented and highly qualified candidates inside and outside the institution.
6. Construction Scam:
Ashutosh Sharma was Professor incharge Construction since 1998 – 99. From that period itself Sanjiv Saxena is the only Contractor for civil works of MANIT. Large amount of money from World Bank Project is coming to upgrade the infrastructural facilities of the institution. The Ashutosh Sharma -Sanjiv Saxena nexus is draining money through civil construction. The civil projects are prepared with enhanced estimation, than contract is awarded to S. S. Construction. By the time project work is started, the funds are exhausted. Further installments of funds are released in due course of time. At the end (?) of each project cost is hiked up to 3 to 4 times of original budget. Some examples are Gate of Institution was originally estimated at Rs. 30 lakhs, was completed in 160 lakhs, Computer Center from 60 lakhs to 300 lakhs.
7. . Purchase of Furniture Scam:
A large amount of money has been spent by MANIT in the purchase of furniture, through venders of Sanjiv Saxena only. Even branded furniture were purchased by local distributors.
8. Purchase of Computers Scam:
Hundreds of computers were purchased under Word Bank Project. How many of them were unloaded to MANIT and to other Institutions run by Sanjiv Saxena is big question to solve? Moreover, branded computers were purchased through local venders in which only cover was branded, whereas the insides were all Assembled.
9. Purchase of lab equipment scam:
Same story is with purchase of lab equipments. There is no record how many were unloaded in MANIT and to Radharaman Institute.
10. Purchase of books Scam:
Mrs. Archana Saxena, sister of Sanjeev Saxena, was appointed as the Asstt. Librarian of MANIT, to have a complete control over the Library purchases, etc. ofcourse also for Radharaman institute, where her father is the Chairman.
11. Engagement of contract laborers and security agency:
. Sanjiv Saxena is supplying the labourers through his henchmen. The Security agency is also a close associate of Sanjiv Saxena.
12. House allotment Scam:
The yes-persons of Ashutosh Sharma- Sanjiv Saxena nexus needed to be rewarded for their services, therefore they were gifted with house allotment of a higher category of houses for which they were as yet ineligible. Many senior faculty still occupies lower category of houses whereas the junior faculty enjoys higher category of houses.
MANIT is a prime institution of India. The name of this institution must be known for its academics. The basic strength / foundation of any institution are its faculty. Unfortunately most of the faculty has been involved not in teaching but managing students. The persons having doubtful academic careers are teachers here. For them it is really very difficult to face intelligent and intellectual students in class. The academic rules and regulations are so distorted that without engaging classes, the students can pass exams.
Any teacher who is sincere and strong in academics is harassed and punished by this nexus in control over MANIT.

Yes, Manit has become unnecessarily politicised. Whether Arjun Singh is to blame or not one is not sure. Certainly the authorities in the Government of Madhya Pradesh have turned a blind eye for far too long. Something needs to be done immediately. Madam Snehlata Shrivastave the Secretary of the Higher Education Department should take it seriously.
